
Gus Frangos
Class of 1982
Gus Frangos graduated with honors from CSU College of Law in 1982. He served as an Associate Attorney at the firm of Ulmer and Berne starting in 1982, until elected to Cleveland City Council in 1986 where he represented Cleveland’s Ward 13. In 1993, he was appointed a Magistrate in the Cleveland Municipal Court and served until 1997. Thereafter, he continued his private practice to the present date. Gus crafted state legislation in 2005, beginning with HB 294, which streamlined and reformed tax foreclosure of vacant and abandoned properties. He later crafted legislation in 2009, creating County Land Banks. There are now 65 Ohio County Land Banks as a result of Gus’ legislative work. He has served as the Cuyahoga Land Bank’s President since its inception in 2009. He is considered an expert in the field of land banking and his Ohio land banking legislation is considered to be a national model.
