He was involved in several legal reform efforts, especially as an advisor to the US delegation in the development of the Cape Town Convention, which sought to standardize aircraft financing worldwide and which came into force in 2006. As a member of the International Registry Advisory Board, he was intimately involved in the creation of the International Registry, one of the earliest entirely electronic mortgage registries, based in Ireland. He also participated in the numerous post-9/11 US airline bankruptcies of the large US airlines, serving on creditors committees in the United and Delta bankruptcies, among others. Scott remains active in non-profit pro bono legal efforts, was a member of the CSU|LAW Board of Visitors for many years, and has been a member of the Board of Governors of the ABA Air and Space Law Forum.
