
Terry Billups
Class of 2005
Terry M. Billups serves as Chief General Counsel of the Cuyahoga Metropolitan Housing Authority (CMHA). As Chief General Counsel, he serves as a visionary member of the Executive Leadership Team and provides strategic counsel and leadership on legal, business, and operational matters to advance the Authority’s mission and strategy. Before joining CMHA, Terry was the founder and principal owner of Billups Law, LLC, where he provided a full range of legal services focusing primarily on labor and employment, school law matters (K-12 & higher ed), and workplace investigations. Prior to starting his own legal practice, Terry served as the Chief General Counsel and Corporate Secretary of Ursuline College. Prior to attending law school, Terry played professional football in the National Football League (NFL) for the New England Patriots, the Miami Dolphins, and the Dallas Cowboys. He also played in the inaugural season of the XFL for the World Champion Los Angeles Xtreme. Terry serves on several non-profit Boards and Committees, including the Ginn Academy of the Cleveland Metropolitan School District and the CSU Law Alumni Association. He was also a key member of the CSU Law School Name Committee, where he was instrumental in advocating that the law school change its name.
